why dont you make a council chambers abit like the imperial citys but all ice like and a diffent lay out like a platform for speekers to speek at and benches facing towards it if you know what i mean. maybe even some frozen people in there and if a battle happend in there a sword through chairs and things.but mainly for the palace you have to think what your palace would have in it, like if there was a king of the realm there maybe a kings chambers or a large libary to keep records of births and taxes and ect... you have to imagen that there was once people there living and working there. like for slaves you would have to build an area for them to sleep and because they are very religiouse you could make some small shrines for people to prey at and maybe some balcanys coming out of the place to look over your realm.
